The European Union should not simply be an observer or remain silent over developments in Syria, Foreign Minister Constantinos Kombos said ahead of the EU Foreign Affairs Council meeting in Brussels on Monday.
He was referring to the non-paper submitted by Cyprus with the support of Austria and Greece on the next steps the EU should take.
